NDIS Rules: Demystifying Consumables and Low-Cost AT

As you probably know, the NDIS has recently clarified the rules around cla

ree

iming everyday items and equipment, which is fantastic news for participants seeking independence and for allied health professionals like us. The goal is to make it easier and faster to get the low-cost supports that make a big difference in daily life and in achieving your therapy goals!

Here's a breakdown of the key changes you need to know:

1. The Low-Cost AT/Consumables Sweet Spot

The new rules solidify that low-cost Assistive Technology (AT) is typically claimed directly from your Core Supports – Consumables budget.

  • Consumables: These are the regular, essential, low-cost items needed due to your disability. Think continence aids, nutritional supplements, or certain hygiene products.

  • Low-Cost AT: This is generally defined as simple equipment or devices that cost under $1,500 per item. This can include a wide range of products relevant to physiotherapy, such as:

    • Basic shower chairs or transfer benches

    • Over-toilet frames

    • Simple sensory items (like resistance bands or therapy putty)

    • Specific aids for dressing or eating

2. Simpler Purchasing, Less Paperwork

The biggest change is the simplified approval process for lower-cost items:

  • No Quotes Needed: For items under $1,500, you generally do not need to submit quotes to the NDIA for approval. If you have the available funding in your Core Consumables budget, you can purchase the item.

  • Flexible Core Funding: The Core Supports budget is the most flexible part of your plan. You can typically move funds between Core categories (like 'Daily Life' and 'Consumables') to pay for these items, giving you greater control.

3. The Role of Professional Advice

The NDIS is now more structured in determining when you need a professional assessment, which is where your physio comes in!

  • Low-Risk AT: For simple, safe items that are easily available, a full written report may not be mandatory. However, advice is always recommended to ensure the item is the best fit for your specific physical needs.

  • Higher-Risk Low-Cost AT: Even if an item is under $1,500, if it's complex or could cause harm if used incorrectly (e.g., certain transfer equipment), the NDIS may require written evidence from an appropriate AT advisor (like your physiotherapist or occupational therapist).
